The Job
  • Establish and implement a gender monitoring system capable of reporting on gender empowerment and female participation in decision-making that is compatible with the CGIAR’s gender monitoring system for legume crops
  • Provide a strong foundation for tracking the impact of the BMGF’s investments in Tropical Legumes III (TL-III) project while operationalizing the MLE plan (monitoring, learning and evaluation) co-developed with the MLE team at BMGF
  • Document progress for review by BMGF and the broader public to ensure proper monitoring of the project through the MLE process.
  • Review project key performance indicators and, means of assessment of and tracking the implementation of project milestones, outputs and outcomes
  • Track TL-III data collection across all objectives in congruence with the indicators
  • With the Gender Scientist, establish a gender monitoring system module linked to the MLE capable of reporting on gender empowerment and female participation in decision-making With the seed systems specialist, establish a robust seed supply, demand and variety adoption monitoring system
  • Track development and implementation of Program Improvement Plans of the Breeding Program Assessment Tool (BPAT) in CG hubs and NARS partners
  • Establish and maintain ML & E database using file maker program
  • Maintain an internal communication mechanism through monthly distribution of MLE updates to the project coordinator
Qualification and Skill Requirement
  • A PhD in Agricultural Economics, Operational Research, Statistics, Development Studies or related discipline. A masters’ degree in MLE would be an advantage
  • Minimum three years’ experience in monitoring and evaluating development programs with a good understanding of Sub-Saharan Africa development context, with an aptitude for technical report writing and good understanding of MLE Systems and Frameworks
  • Experience in monitoring and evaluating development programs with a good understanding of Sub-Saharan Africa development context, with an aptitude for technical report writing and good understanding of MLE Systems and Frameworks.
  • Very strong analytical skills, with expert knowledge of common statistical software packages (e.g. SPSS, SAS, STATA, EPI Info)
  • Excellent writing skills and the ability to document clearly and succinctly for internal and external audiences
  • Strong organizational skills, client orientation and communication skills, and an ability to work effectively in multicultural and multidisciplinary teams
  • Skills and experience in monitoring and evaluation tools (eg: Knowledge Practice Coverage Quality Assurance Sampling and qualitative research) and statistical software packages such as SPSS.
  • Thorough familiarity with principles and current approaches to monitoring, learning and evaluation of development programs using both quantitative and qualitative methods.
  • Demonstrated ability for performance measurement; indicator selection; quantitative and qualitative data collection and analysis methodologies; database management etc.
  • Excellent communications and report writing skills in English.
  • Flexibility for frequent travel out of the duty station
Compensation:
The position is on a fixed-term contract initially for two years, and renewable based on the performance of the incumbent, and the Institute’s continuing need for the position. An attractive compensation is offered for the right candidate.
